A popular program
for creating images for use in BVE is Paint Shop Pro, by JASC
Software Inc.
Note all images
used in BVE are saved as 'Windows', 'RGB Encoded' bitmaps (.bmp)
and must conform to a certain size, as shown in the table below:

transparencies 256x256, or less, pixels
You might have
noticed a pattern in that table above?! Images with a colour
depth less than or greater than 256 will cause problems with
certain display cards, and images greater in size will cause
transparencies not to work to display properly with certain
display cards. Therefore, a good standard to adopt, is to make
the colour depth of all images used in BVE 256 colours, and to
make images containing transparencies, no greater than 256 pixels
in any direction (horizontal and vertical). You'd actually be
surprised at the quality and definition of images that are
created to this standard, with careful use of the paint program...
Windows 'Paint'
program may also be used, but I think it's a little basic for
most needs, and I have never used it.
Sound Editing
A favourite for
creating sound files for use with BVE is Goldwave. Files must be
saved in the Wave (.wav) format. Windows 'Sound Recorder' may
also be used, but I have never tried it for this purpose.
